What makes a decision effective

Decisions shape results

An organisation's results are, in the end, the sum of its decisions: what to buy, whom to hire, where to invest, what to stop. Better decisions, made a little more often, add up to very different results.

Yet most of us were never taught how to decide. We rely on experience, intuition and habit. These are valuable, but they also lead us into predictable traps, especially when decisions are big, new or made under pressure.

This course is about the elements of effective decisions: the habits of thinking and behaviour that make good decisions more likely. It focuses on judgement: framing the right problem, weighing evidence, avoiding bias, handling risk and values, involving the right people, and then deciding, owning and learning.

Meet Bassam

You will follow Bassam, 44, operations director at Dar Al-Shifa Pharmaceutical Distribution in Baghdad. The company delivers medicines and medical supplies from its Baghdad warehouse to about 1,100 pharmacies and private clinics across Iraq.

Sales in the south are growing, but service is poor:

At the management meeting, Ms Dina, the sales manager for the south, said firmly: "We need our own warehouse in Basra, now." The CEO, Dr Amal, asked Bassam to bring a recommendation in six weeks.

Dar Al-Shifa and all people and figures in this course are fictional examples.

Good decision, good outcome?

Matrix of decision quality against outcome

Bassam remembered a decision from two years earlier. The company had bought 20 delivery vans quickly, after one impressive sales presentation, without testing them in summer heat. By luck, fuel prices fell that year and the decision looked good. The next summer, half the vans' air conditioning failed and medicines overheated.

That was dumb luck: a poor process that looked good for a while, and so nobody learned from it. Judging decisions only by outcomes teaches the wrong lessons.

The elements of a quality decision

Six elements of a quality decision

Think of the six elements as links in a chain. A brilliant analysis of the wrong problem is worthless. Perfect information with only one option considered is a missed opportunity. A great decision that nobody carries out changes nothing. The rest of this course works through each element.

The right problem and objectives2
Reliable information and real alternatives3
Sound judgement: avoiding bias4
Risk, values and the right people5
Commitment: decide, own, follow up, learn6

Match effort to the decision

Matrix of impact and reversibility showing how much effort a decision deserves

Not every decision deserves six weeks. Treating small, reversible decisions as major ones wastes time and frustrates people; treating big, irreversible ones casually is how organisations get hurt.

Bassam placed the Basra question in the top-right: a large investment, hard to undo, affecting customers and staff. It deserved the full process. But he also noticed something: some options (such as a logistics partner) might be much easier to reverse than others. That would matter later.

Exercise: look back at a decision

  1. Choose an important decision you or your team made in the past year.
  2. Was the outcome good or bad?
  3. Separately, rate the quality of the decision process: was the problem clear, were options compared, was evidence used, were the right people involved?
  4. Place it in one of the four boxes: deserved success, dumb luck, bad break or poetic justice.
  5. Which of the six elements was weakest?
  6. Place one decision you face now on the impact and reversibility matrix. How much effort does it deserve?

A careful, well-researched decision leads to a poor result because of an unexpected event. How should it be judged?

  • As a bad decision
  • As a good decision with a bad break; review the process, not just the outcome
  • The person who decided should be blamed

Under uncertainty, good decisions can have bad outcomes. Judge the quality of the process.

Which decision deserves the most time and analysis?

  • Small and easy to reverse
  • Small but permanent
  • Big but easy to reverse
  • Big and hard to reverse

High impact plus low reversibility means mistakes are costly and lasting, so the full process is worth it.
