Welcome to Hazardous Chemicals: Hazard Communication, SDS and Labels

Almost every workplace uses chemicals: fuels, acids, cleaners, solvents, treatment chemicals and gases. Most injuries from them happen because someone did not know what was in the container or how dangerous it was.

Ishtar Online Academy explainer.

Meet Hartha Chemical Services

Hartha Chemical Services (HCS) blends and supplies treatment chemicals to oilfields around Basra: corrosion inhibitors, biocides, scale inhibitors, methanol, hydrochloric acid and caustic soda. It has a warehouse, a small blending plant and field crews that run injection skids. 140 people work there.

What happened at Hartha: decanted, no label, wrong use, harm

After the injury, the operations manager Mr. Raed asked the HSE coordinator Eng. Narjis to build a proper hazard communication programme in eight weeks. You will follow her, with the storekeeper Jabbar, the lab chemist Sura and the new operator Ahmed.

The size of the problem

WHO estimates: deaths linked to chemical exposures rose from 1.56 million in 2016 to about 2 million in 2019

Chemicals harm people in two ways. Some injuries are sudden: a splash of acid, a flash fire, a cloud of hydrogen sulphide (H₂S). Others build up slowly over years: dermatitis from daily contact, asthma from a sensitiser, liver damage from solvents, or cancer from benzene. The slow harm is easy to miss because nobody falls down today.

The right to know

Hazard communication (often called HazCom) is built on a simple idea: every person who works with a chemical has the right to know its hazards and how to protect themselves. The information starts with the supplier and must reach the person holding the container.

The six parts of a hazard communication programme: inventory, classification, labels, safety data sheets, training, written programme

What is the main purpose of a hazard communication programme?

  • To reduce the price of chemicals
  • To replace personal protective equipment
  • To make sure everyone who works with a chemical knows its hazards and how to protect themselves
  • To keep chemical information secret from contractors

Hazard communication is about the right to know: information travels from the supplier to every worker who uses the chemical.

The rules behind it

The rules: GHS from the United Nations, the OSHA Hazard Communication Standard, the EU CLP Regulation and Iraqi Labour Law Article 117
  • GHS is the United Nations system that gives the world one language for classifying chemicals and for labels and SDSs. The 11th revised edition was published in 2025. Countries adopt it into their own laws.
  • OSHA's Hazard Communication Standard (29 CFR 1910.1200) was updated in May 2024 to follow GHS more closely. Suppliers and employers in the USA move to the new rules in stages between 2026 and 2028. Many international oil and gas clients in Iraq use it as their baseline.
  • Iraqi Labour Law No. 37 of 2015 requires the employer to tell workers about the hazards of their work in writing before they start, and to provide protection free of charge.

Who does what

Responsibilities of the supplier, the employer, and the supervisor and worker

The chain breaks if any link is missing. At Hartha, the supplier had sent labelled drums and an SDS. The chain broke inside the company: the SDS was in an email, the drum label stayed on the drum, and the jerrycan had nothing on it.

A supplier delivers a drum with a correct GHS label and SDS. Who must make sure the chemical is labelled when it is moved into a smaller container on site?

  • The supplier
  • The employer, through its workplace labelling system
  • Nobody, because the drum is labelled
  • The client's HSE department

Once the chemical is inside your workplace, labelling secondary containers is the employer's job, carried out by supervisors and workers.

Narjis's first audit

Two weeks after the incident, Narjis walked every store, workshop and skid with Jabbar. They counted 212 containers holding 64 different products.

Baseline audit: 58 percent of containers labelled, 41 percent of chemicals with an SDS on site, 23 percent of SDSs under five years old, 30 percent of workers trained
  • Products nobody could identify, with faded or missing labels
  • SDSs kept in the purchasing office, locked at night
  • Old orange warning signs on the store door that nobody understood
  • Acids stored next to caustic soda and hypochlorite

Her conclusion: "We do not have a chemical problem. We have an information problem."

Lesson 1 summary

Which finding from Narjis's audit most directly caused Kadhim's injury?

  • A secondary container with no label
  • Old orange signs on the store door
  • SDSs locked in the purchasing office at night
  • Acids stored next to caustic soda

Kadhim used the corrosion inhibitor because the jerrycan had no label. The other findings are serious too, but the missing label was the direct cause.
